A multimeter and a few minutes of patience are enough to read a lead-acid battery's state of charge — but only if the reading is taken the right way.

Direct answer: A 12V lead-acid battery's state of charge maps to its resting voltage: 12.6–12.7V = full, 12.4V ≈ 75%, 12.2V ≈ 50%, 12.0V ≈ 25%, 11.8V or below = effectively empty. The reading must be taken at rest — hours after charging or load — or the number is misleading.

The rest requirement

Voltage only reflects state of charge when the battery is resting. Just after charging, the surface charge inflates the reading (a just-charged battery can read 13V+ while still warm); under load, the reading sags. The reliable method: disconnect or switch off, wait several hours — ideally overnight — then measure.

Why this is not a capacity test

The voltage chart reads state of charge, not capacity. An old battery can read a full 12.6V while holding only a fraction of its rated amp-hours — the voltage says how full the remaining tank is, not how big the tank is (see capacity testing for the difference).
